Vom 20.02.2026 bis zum 15.04.2026 wurde auf dem Vergabemarktplatz ein Interessensbekundungsvefahren auf dem Vergabemarktplatz NRW durchgeführt. Dieses Verfahren wurde im genannten Zeitraum unter der Kennung: 0e6643d7-fd0d-4cfb-8df1-e5251b2f35ce im Supplement zum Amtsblatt der Europäischen Union (ABl. S) veröffentlicht.
Die Unternehmen die für dieses Verfahren Ihr Interesse bekundet haben werden nun im Rahmen eines Verhandlungsverfahrens zu Abgabe eines Angebotes aufgefordert.
Die Leistung, insbesondere ihre technischen Anforderungen, kann vom öffentlichen Auftraggeber nicht mit ausreichender Genauigkeit unter Verweis auf eine Norm, eine europäische technische Bewertung (ETA), eine gemeinsame technische Spezifikation oder technische Referenzen im Sinne der Anlage 1 Nummer 2 bis 5 beschrieben werden (§ 14 Abs. 3 Nr. 4 VgV).

The award of the contract is subject to review by the competent review body, the Westphalia Public Procurement Chamber (see Sections 155 et seq. of the Act against Restraints of Competition (GWB)). Under Section 160(3) of the German Act against Restraints of Competition (GWB), an application for review is inadmissible if (No. 1) the applicant became aware of the alleged breach of public procurement rules before submitting the application for review and failed to raise an objection with the contracting authority within a period of ten calendar days; the expiry of the time limit under Section 134(2) of the GWB remains unaffected; (No. 2) breaches of public procurement rules which are apparent from the contract notice are not raised with the contracting authority by the deadline for applications or the submission of tenders specified in the contract notice at the latest; (No. 3) breaches of public procurement rules which are only apparent in the tender documents are not raised with the contracting authority by the deadline for applications or the submission of tenders at the latest; (No. 4) more than 15 calendar days have elapsed since receipt of the contracting authority"s notification that it does not intend to remedy a breach. Section 160(3), first sentence, of the Act against Restraints of Competition (GWB) shall not apply in the case of an application for a declaration of the invalidity of the contract pursuant to Section 135(1)(2) of the GWB. Section 134(1), second sentence, of the GWB remains unaffected.
